Health officials in China's Guangxi Zhuang region have recently drafted legislation to make it compulsory for HIV-positive people to disclose their status to spouses and partners, according to news reports. If passed, the legislation will remove the power of HIV-positive individuals, living in this region, to decide whether or not to disclose their HIV status.
 
The officials argue that compulsory disclosure will help lower HIV infection rates in southern China. However, eliminating confidential HIV testing, particularly in a place where HIV stigma and discrimination is widespread, is likely to cause people to fear HIV testing and undermine efforts to prevent the transmission of HIV.
